国际武术联合协会章程

 

 

第一章 总则

 

第一条 本协会名称为国际武术联合协会,(以下简称“本协会”)。

 

第二条 本协会是由国际武术领域内的个人及单位自愿结成的非营利性社会组织,具备社会团体法人资格。

 

第三条 本协会的宗旨是:通过友好交流与对话,增进各国人民之间的相互了解与合作,推动不同文明交流互鉴,维护世界和平,促进学术交流,推动行业发展,增进会员福祉等。

 

第四条 本协会遵守宪法、法律、法规和国家政策,践行社会主义核心价值观,遵守社会道德风尚。

 

第二章 业务范围

 

第五条 本协会的业务范围主要包括:

1. 按照有关规定,组织、承办国际性或国家性、区域性武术比赛活动;

2. 开设国际武术网络培训学习积极推动和完善武术训练机制,促进武术运动技术水平的提高;

3. 选拔和推荐运动员、教练员,组织全国优秀运动队集训,参加各级组织的武术活动

4. 组织学术交流活动,承担武术教练员、裁判员的培训工作;
5. 其他符合协会宗旨的业务活动。

 

第三章 会员

 

第六条 本协会的会员分为个人会员和单位会员。

 

第七条 申请加入本协会的会员,必须具备下列条件:

1. 承认并遵守本协会的章程;

2. 自愿加入本协会;

3. 武术学校或场馆其他具有合法地位的武术社团组织及个人提出申请,经本协会审议通过,均可成为本协会团体会员。

4. 在武术领域内具有一定的影响;

第八条 会员入会的程序是:

1. 提交入会申请书;

2. 经常务理事会讨论通过;

3. 由秘书处颁发会员证。

 

第九条 会员享有下列权利:

1. 本协会的选举权、被选举权和表决权;

2. 符合规定的资格参加本会组织举办的武术活动

3. 获得本协会咨询和指导服务的优先权;

4. 对本协会工作的批评建议权和监督权;

5. 入会自愿、退会自由。

 

第十条 会员履行下列义务:

1. 遵守本会章程,执行本会决议;
2. 维护本会合法权益;
3. 完成本协会交办的工作;
4. 按时向本协会反映情况, 提供有关资料;
5. 积极宣传和开展武术活动;
6. 按规定交纳会费;


第十一条 会员入会要交纳会费,逾期半年不交纳会费视为自动退会;会员2年不参加本会活动,视为自动退会。会员退会要交回会员证。

第十二条 会员如有严重违反本协会章程的行为,经常务理事会表决通过,予以除名。

 

第四章 组织机构和负责人产生、罢免

 

第十三条 本协会的最高权力机构是会员代表大会

(一)会员代表大会职权是:

1. 制定和修改章程;

2. 选举和罢免理事;

3. 审议理事会的工作报告和财务报告;

4. 决定终止事宜;

5. 协商推选本协会主席、副主席、常务理事、秘书长人选;
6. 决定其他重大事宜。

 

二) 会员代表大会须有三分之二以上的会员代表出席方能召开,其决议须经到会会员代表半数以上表决通过方能生效。
三) 会员代表大会每届五年。因特殊情况需提前或延期换届的,须由理事会表决通过,但延期换届最长不超过一年。

第十四 理事会是会员代表大会的执行机构,在闭会期间领导本协会开展日常工作,对会员代表大会负责理事会设主席一人,副主席若干人,常务理事若干人,秘书长一人,副秘书长若干人并聘请德高望重的领导或社会贤达人士担任名誉主席或顾问。
一)理事会的职权:
1.  执行会员代表大会的决议;
2. 选举和罢免主席、副主席、秘书长;
3. 筹备召开会员代表大会;
4. 向会员代表大会报告工作和财务状况;
5. 决定会员的吸收或除名;
6. 决定设立办事机构、分支机构、代表机构和实体机构;
7. 决定副秘书长、各机构主要负责人的聘任;
8. 领导本会各机构开展工作;
9. 制定内部管理制度;
10. 审议并通过本协会的重大活动事项;
11. 审定年度工作计划、工作总结;
12. 讨论决定与本协会有关的其他重大问题;
13. 决定其他重大事项。
二)理事会须有三分之二以上理事出席方能召开,其决议须经到会理事三分之二以上表决通过方能生效。
三)理事会每年至少召开一次。情况特殊的,也可采用网络会议等形式召开。
四)本协会设常务理事会。常务理事会由理事选举产生;
五)常务理事会至少每半年召开一次会议;特殊情况下也可采用网络会议等形式召开。
六)本协会的主席、副主席、秘书长必须具备下列条件:
1. 遵纪守法
2. 在武术领域内有较大影响;
3. 主席、副主席、秘书长最高任职年龄不超过70周岁;
4. 身体健康,能坚持正常工作;
5. 未受过剥夺政治权利的刑事处罚;
6. 具有完全民事行为能力。
第十五条 会主席、副主席、秘书长每届任期五年,最长任期不超过两届。如因特殊情况需延长任期的,须经会员代表大会三分之二以上会员代表表决通过。
第十六条 会主席行使下列职权:
1. 召集和主持理事会和常务理事会;
2. 检查会员代表大会、理事会和常务理事会决议的落实情况;
3. 代表本协会签署有关重要文件。
第十 本协会秘书长行使下列职权:
1. 主持办事机构开展日常工作,组织实施年度工作计划;
2. 协调各分支机构、代表机构和实体机构开展工作
3. 提名副秘书长以及各办事机构、分支机构、代表机构和实体机构主要负责人,交理事会或常务理事会决定;
4. 决定办事机构、代表机构、分支机构和实体机构专职人员的聘用;
5. 处理其他日常事务。
第十 本协会下设中小学普及委员会、专业培训委员会、中老年健身委员会、社会活动及宣传委员会、对外联络委员会、裁判委员会。各委员会设主任一人、副主任一至二人,委员若干人。各委员会正、副主任委员、委员人选,由秘书长与有关方面协商后提出名单,提请常务理事会讨论确定。


第五章 资产管理、使用原则

 

第十九 本协会经费来源:

1. 会费;

2. 捐赠;

3. 政府资助;

4. 在核准的业务范围内开展活动或服务的收入;

5. 利息;

6. 其他合法收入。

 

第二十 本协会按照国家有关规定收取会员会费。

 

第二十一 本协会经费必须用于本章程规定的业务范围和事业的发展,不得在会员中分配。

 

第六章 章程的修改程序

 

第二十二 对本协会章程的修改,须经理事会表决通过后报会员代表大会审议。

 

第二十三 本协会修改的章程,须在会员代表大会通过后15日内,经业务主管单位审查同意,并报社团登记管理机关核准后生效。

 

第七章 终止程序及终止后的财产处理

 

第二十四 本协会完成宗旨或自行解散或由于分立、合并等原因需要注销的,由理事会提出终止动议。

 

第二十五 本协会终止动议须经会员代表大会表决通过,并报业务主管单位审查同意。

 

第二十六 本协会终止前,须在业务主管单位及有关机关指导下成立清算组织,清理债权债务,处理善后事宜。清算期间,不开展清算以外的活动。

 

第二十七 本协会经社团登记管理机关办理注销登记手续后即为终止。

 

第二十八 本协会终止后的剩余财产,在业务主管单位和社团登记管理机关的监督下,按照国家有关规定,用于发展与本协会宗旨相关的事业。

 

第八章 附则

 

第二十九 本章程的解释权属本协会的理事会。

 

第三十 本章程自社团登记管理机关核准之日起生效。

The Constitution of the International Martial Arts Association

 

 

 Chapter I General Provisions

 

 Article 1 The name of the association is "International Martial Arts Association" (hereinafter referred to as "the Association").

 

 Article 2 The association is a non-profit social organization voluntarily formed by individuals and units in the field of international martial arts, and has the status of a social organization as a legal person.

 

 Article 3 The purpose of the Association is to enhance mutual understanding and cooperation between people of all countries through friendly exchanges and dialogue, promote exchanges and mutual learning among different civilizations, maintain world peace, promote academic exchanges, promote the development of the industry, and improve the well-being of its members.

 

Article 4 The Association shall abide by the Constitution, laws, regulations and national policies, practice the core socialist values, and observe social morals and customs.

 

Chapter II Business Scope

 

Article 5 The business scope of the Association mainly includes:

1. Organize and undertake international or national or regional martial arts competitions in accordance with relevant regulations;

2. Set up an international and wushu network, training and learning, actively promote and improve the wushu training mechanism, and promote the improvement of wushu technology level;

3. Select and recommend athletes and coaches, organize intensive training of national excellent sports teams, and participate in martial arts activities organized at all levels;

4. Organize academic exchange activities, and undertake the training of wushu coaches and referees;
5. Other business activities in line with the purposes of the Association.

 

 Chapter III Members

 

Article 6 The members of the association are divided into individual members and unit members.

 

Article 7  Members who apply to join the Association must meet the following conditions:

1. Acknowledge and abide by the constitution of the Association;

2. Volunteer to join the association;

3. Martial arts schools or venues, other martial arts organizations and individuals with legal status can become group members of the association after deliberation and approval by the association.

4. Has a certain influence in the field of martial arts;

Article 8 The procedures for membership are:

1. Submit the application form for membership;

2. After discussion and approval by the Standing Council;

3. The Secretariat will issue the membership card.

 

Article 9 Members shall have the following rights:

1. The association's right to vote, stand for election and the right to vote;

2. Participate in martial arts activities organized by the Association according to the qualified qualifications;

3. Give priority to the association for consulting and guidance services;

4. The right to criticize, propose, and to supervise the work of the Association;

5. Voluntary membership and free withdrawal.

 

Article 10 The Member performs the following obligations:

2.  Abide by the articles of association of the association and implement the resolutions of the association;
2. Safeguard the legitimate rights and interests of the Association;
3. Completed the work assigned by the Association;
4. Report the information to the association on time and provide relevant information;
5. Actively publicize and carry out martial arts activities;
6. Pay the membership dues according to the regulations;


Article 11  Members should pay the membership fee. After half a year overdue, it will be regarded as automatic withdrawal; members who do not participate in the activities of the association for 2 years will be regarded as automatic withdrawal. Members will return to return the membership card.

Article 12 If a member seriously violates the articles of association, he / she shall be removed by the vote of the standing Council.

 

Chapter IV Selection and removal of organizational structure and responsible persons

 

Article 13 The highest authority of the association is the General Assembly of its members

(1) The functions and powers of the general Assembly are:

1. Formulate and amend the articles of association;

2. Elect and remove the directors;

3. Consideration of the work reports and financial reports of the Council;

4. Decide on the termination of the matter;

5. To elect the chairman, vice-chairman, standing director and secretary-general of the Association through consultation;
6. Decide on other major matters.

 

(2) The general meeting of the members shall be held only by more than two-thirds of the representatives of the members present, and the resolution shall be effective only by more than half of the representatives of the members present.
(3) The general assembly shall be held for five years. If the term needs to be changed in advance or postponed due to special circumstances, it shall be approved by the board of directors, but the longest extension shall not exceed one year.

Article 14 The Council is the executive body of the general assembly, leading the association, managing the general committee, deputy secretary-general, and employing highly respected leaders or social talents as honorary chairmen or advisers.
(I) Functions and powers of the Council:
1. Implement the resolutions of the general Assembly;
2. Elect and recall the chairman, vice-chairman and secretary-General;
3. Prepare for the general meeting of members;
4. Report the work and financial status to the general Assembly;
5. Decide on the absorption or removal of members;
6. Decide to set up administrative offices, branches, representative offices and entity institutions;
7. To decide on the appointment of the deputy Secretary-General and the principal heads of the institutions;
8. To lead the work of various organizations of the Association;
9. Formulate the internal management system;
10. Review and approve the major activities of the Association;
11. Review and approve the annual work plan and work summary;
12. Discuss and decide on other major issues related to the Association;
13. Decide on other major matters.
(2) The board of directors shall be held only by more than two-thirds of the directors present, and its resolution shall be effective only by more than two-thirds of the directors present.
(3) The Council shall be held at least once a year. Under special circumstances, it also can be held in the form of network conference.
(4) The Association has a standing council. The standing Council is elected by the directors;
(5) The Executive Council shall hold a meeting at least once every six months; network meetings may be held in special circumstances.
(6) The chairman, vice-chairman and secretary-general of the Association must meet the following conditions:
1. Abide by the law;
2. Has a great influence in the field of martial arts;
3. The maximum age of the Chairman, Vice Chairman and Secretary-General is not 70 years old;
4. Be healthy and stick to normal work;
5. Not receiving criminal punishment for deprivation of political rights;
6. Full capacity for civil conduct.
 Article 15 The term of office of the chairman, vice chairman and secretary general of the association is five years, and the maximum term shall not exceed two terms. If the term of office needs to be extended due to special circumstances, it shall be approved by more than two-thirds of the representatives of the members.
 Article 16 The chairman of the Association exercises the following functions and powers:
1. Convene and preside over the council and the standing Council;
2. Check the implementation of the resolutions of the general Assembly, the Council and the Standing Council;
3. Sign relevant important documents on behalf of the association.
 Article 17 The secretary General of the Association exercises the following functions and powers:
1. Presided over the daily work of the office, and organized the implementation of the annual work plan;
2. Coordinate the work of various branches, representative offices and entity institutions
3. Nominate the Deputy Secretary-General and the principal heads of the offices, branches, representative offices and entities, and submit them to the Council or the Standing Council for decision;
4. Decide on the employment of full-time personnel of administrative offices, representative offices, branches and entities;
5. Deal with other daily affairs.
 Article 18 The association has the popularization committee for primary and secondary schools, the professional training committee, the fitness committee for the middle-aged and elderly, the social activities and publicity committee, the external liaison committee and the referee committee. Each committee shall have one director, one or two deputy directors and a number of members. The candidates for the chief and vice-chairmen and members of each committee shall be proposed by the Secretary-General and relevant parties and submitted to the Standing Council for discussion and determination.


Chapter V Principles of Asset Management and Use

 

Article 19 Source of funds of the Association:

1. Membership dues;

2. Donations;

3. Government funding;

4. Income from activities or services within the approved scope of business;

5. Interest;

6. Other legal income.

 

 Article 20 The association shall collect membership dues in accordance with the relevant state regulations.

 

Article 21 The funds of the association must be used for the business scope and development of the business stipulated in the articles of association, and shall not be allocated among the members.

 

 Chapter VI Procedures for amending the Articles of Association

 

 Article 22 Any amendment to the articles of association of the association shall be approved by the board of directors and submitted to the general assembly of members for deliberation.

 

Article 23 The amended articles of association of the association shall take effect within 15 days after the approval of the general assembly of the members, after being examined and approved by the competent business unit, and approved by the registration and administration authority of the association.

 

 Chapter VII Termination procedure and property disposal after termination

 

 Article 24 If the association completes reorganization or self dissolution or needs to be cancelled due to division, merger and other reasons, the council shall put forward a motion for termination.

 

 Article 25 The termination motion of the association shall be approved by the general assembly of members and submitted to the competent business unit for examination and approval.

 

 Article 26 Before the termination of the association, a liquidation organization shall be established under the guidance of the competent business units and the relevant organs to clear up the creditor's rights and debts and deal with the follow-up matters. During the liquidation period, no activities other than liquidation shall be carried out.

 

 Article 27 The association shall terminate upon the cancellation of registration by the association registration and administration authority.

 

Under the supervision, in accordance with the relevant national regulations, for the development of undertakings related to the purpose of the association.

 

 Chapter VIII Supplementary Provisions

 

 Article 29 The right of interpretation of the articles of Association belongs to the council of the Association.

 

Article 30 The articles of association shall come into force on the date of approval by the registration and administration authority of social associations.
